一、河北省职称英语免考条件
⑴中级职称评定中外语免试的条件
各个省市对中级职称评定中外语免试的条件不同,以河南省为例,需要符合《关于调整我省职称外语考试有关政策的通知》中列明的条件,大学英语四级证不符合外语免试的条件。
参照《关于调整我省职称外语考试有关政策的通知》第一条,有外语要求的系列(专业)的人员,符合下列条件之一者,评聘中、高级专业技术职务时可免试外语:
(一)博士学位获得者或在国外取得硕士学位的人员;
(二)取得外语专业大专以上学历的人员;
(三)取得大学英语六级考试合格证书(或按新考试标准成绩达到总分的 60%以上)或硕士学位获得者或在国外取得学士学位的人员,评聘副高级以下专业技术职务的人员;
(四)参加全国工商企业出国培训备选人员外语考试(简称 BFT)通过中(I)级者评聘中级专业技术职务,通过高(A)级者评聘高级专业技术职务的人员;
(五)申报副高级职称时职称外语考试成绩达到要求,申报正高级职称需再次参加同一级别考试的人员;
(六)独立出版外文专著、译著 10万字以上,具备较高外语水平的人员;
(七)任现职以来,累计不少于3年或年均不少于半年在野外从事农业、林业、水利、采矿、测绘、勘探、铁路施工、公路施工等工作的人员;
(八)从事具有中国特色、民族传统的临床中医药、民族医药、工艺美术、古籍整理、历史时期考古等工作的人员;
(九)当年年底年满50周岁以上的人员;
(十)在乡镇以下基层单位工作的人员;
(十一)外语考试期间从事援外工作的人员;
(十二)经组织选派进疆工作期间或参加艾滋病防治帮扶工作期间的人员;
(十三)任现职以来在本专业领域成绩突出,符合下列条件之一的人员:
1、省级二等以上科学技术奖、社会科学优秀成果奖的主要完成人,或两项国家发明专利的主要完成人,评聘高级专业技术职务;
2、其他在本专业领域成绩突出,获得省、部级一等奖的主要完成人或其他有突出贡献者,评聘高级专业技术职务;
3、省级三等以上科学技术奖、社会科学优秀成果奖或国家发明专利一项或省辖市科学技术二等奖以上的主要完成人,评聘中级专业技术职务。
(1)河北省职称英语免考条件扩展阅读
参照《关于调整我省职称外语考试有关政策的通知》第二条,符合外语免试条件第(六)、(七)、(十一)、(十二)、(十三)条的人员,需填写《河南省职称外语考试免试审批表》一式两份,并提供相应的证明材料原件。申报中级专业技术职务的由省辖市人事局或省直业务主管部门审批,申报高级专业技术职务的由省人事厅审批。
符合其他外语免试条件的人员不再办理外语免试审批手续。报送职称评审材料时,需同时报送符合外语免试条件的相关证件原件或经审核后的复印件。
参照《关于进一步完善我省职称外语政策的通知》第四条,考试合格标准的确定。
从2005年起,对参加全国职称外语等级统一考试的人员免费发放成绩通知书,不再核发考试合格证书。达到全国通用标准的,在申报相应级别专业技术职务时有效。达到省内通用标准的,当年有效。参加我省组织的古汉语、医古文考试,达到合格标准分数线的,在申报相应级别专业技术职务时有效。
符合下列条件之一的人员,评定专业技术职称可免予外语考试:
(一)任现职以来经组织批准出国(有二外要求的应到使用二外的国家)留学、进修1年以上;
(二)取得硕士学位晋升中级职称;取得博士学位晋升副高级职称(含无正副之分的高级职称);
(三)在非涉外岗位工作,申报专业技术职称时距国家法定退(离)休年龄不足5年的人员(含符合国家和省***有特殊规定的人员);
(四)参加全国翻译专业资格(水平)考试取得资深翻译资格;参加全国翻译专业资格(水平)考试取得一级口译、笔译翻译资格,晋升副高级及以下职称;参加全国翻译专业资格(水平)
考试取得二级口译、笔译翻译资格,晋升中级及以下职称;参加全国翻译专业资格(水平)考试取得三级口译、笔译翻译资格,评定初级职称的人员;
(五)参加国家组织的英语六级考试并取得合格证书,或英语六级考试成绩达到430分及以上申报中级职称;参加国家组织的英语四级考试并取得合格证书,或英语四级考试成绩达到430分及以上评定初级职称的人员;
(六)符合我省直接认定专业技术职称有关规定的海外留学回国人员;
(七)在外语考试期间执行援外工作任务的人员。
下列专业技术人员评定专业技术职称,外语暂不作要求:
(一)从事少数民族语言文字教学、翻译、出版、播音工作的人员;
(二)在少数民族地区从事专业技术工作的人员;
(三)在县(区)的乡、镇从事专业技术工作的人员;
1、从事农业、畜牧、兽医、农机、水利、水产工作的人员;
2、中等师范学校、教师进修学校的教师;
3、从事体育教练、群众文化专业技术工作的人员。
(五)获得全国以上比赛奖牌的教练员;
(六)从事野外勘查、施工和在矿山、井下工作的工程技术人员评定中、初级职称;
(七)在建筑施工企业从事房屋建筑工程、建筑安装工程、建筑经济管理、园林绿化工程等专业技术工作的工程技术人员,评定中、初级职称;
(八)乡镇企业中的专业技术人员(从事电子、制药、生物工程技术工作的除外)晋升中、初级职称。
对上述外语暂不作要求的人员,如调入有外语要求的地区(单位),或确认有外语要求的专业技术职称,必须补考相应等级的外语,其考试成绩须符合我省有关规定。
取得外语专业大专以上学历并从事本专业工作,申报职称有第二外语要求的等。
以华北科技大学为例,符合下列情况之一者,属免考范围:获博士、硕士学位的人员,分别申报副高、中级专业技术职务任职资格。取得外语专业大专以上学历并从事本专业工作,申报职称有第二外语要求的;取得外语专业大专以上学历从事非本专业工作,申报(考试)中级专业技术职务任职资格。女年满50周岁,男年满55周岁以上人员,申报中、高级专业技术职务任职资格。
从事工艺美术、文物博物专业的专业技术人员,申报中、高级专业技术职务任职资格。县乡两级农业(包括种植业、农机、畜牧、农垦、水产)机构从事农业技术以及农业技术推广的人员,申报中、高级专业技术职务任职资格。由非专业技术岗位到能参评专业技术岗位,首次申报专业技术职务任职资格。

专业技术人员职称考试的相关要求规定:
1、群众文化、电影放映、体育教练、技工学校实习指导教师、文学创作及艺术类有外语要求的人员,申报中、高级专业技术任职务任职资格。
2、在地市以下单位,长期在野外从事农业、林业、水利、采矿、测绘、勘探、铁路施工、公路施工专业技术工作的人员,申报中、高级专业技术职务任职资格。
3、凡申报专业技术职务任职资格作为参考范围的,外语(古汉语)考试成绩三年内(从考试当年算起)有效,逾期自然失效。
要考,获得硕士学位申报中级职称评审可以免考
取得外语(从事翻译工作人员及外语教师第二外语)专业专科及以上学历的人员申报中、高级职称评审;获得博士学位申报高级(含正高级)职称评审;获得硕士学位申报中级职称评审;留学回国人员首次参加职称评审;申报副高级职称评审时已取得职称外语合格证书(含1977年底前参加工作人员外语成绩达到45分)的人员申报正高级职称评审;参加《全国工商企业出国培训备选人员外语考试》,通过中(Ⅰ)级者申报中级职称评审,通过高(A)级者申报高级职称评审等五类考生可免职称外语等级考试。
凡参加国家人事部和北京市人事局组织的各类专业技术资格考试和职(执)业资格考试取得资格证书的人员,聘用单位可根据岗位需要自主决定对应聘人员的外语水平要求。凡实行考评结合的系列(专业)及体育教练员、工艺美术、广播电视艺术、技校高级实习指导教师系列(专业),外语考试成绩可不作为申报条件,其合格成绩或当年考试成绩作为职称评审的要素之一。

符合下列条件之一的专业技术人员可免于职称外语考试
(一)公派出国学习、进修、讲学及从事科研工作一年以上的,或自费出国进行语言培训、攻读学位、做访问学者及正规学校进修一年以上的;
(二)独立完成外文专著5万单词以上,或独立完成译著、译文累计6万汉字以上,并经出版和发表部门证明的(译著、译文含汉译外、外译汉);
(三)在乡镇以下基层单位从事专业技术工作的;
(四)在地市及以下单位,长期在野外从事农业、林业、水利、采矿、测绘、勘探、铁路施工、公路施工等专业技术工作的;
(五)从事具有中国特色、民族传统的中医药、民族医药、工艺美术、古籍整理、历史时期考古等专业技术工作的;
(六)经组织选派在援外、***期间申报专业技术职务任职资格的;
(七)取得硕士及以上学位或国家承认的外语专业大专以上学历的(含申报职称有第二外语要求的);
(八)取得国家外国专家局组织的BFT考试合格证书的;

按国家人事部确定的各语种、级别、类别的全国通用标准,结合我省情况,确定省内当年通用标准。
(一)外语考试成绩达到全国通用标准的,在评聘正、副高级职称时,成绩一直有效;外语考试成绩达到省内通用标准的,在评聘正、副高级职称时,成绩两年有效。
(二)凡参加国家统一组织的职称外语考试取得成绩人员,均可评聘中级职称。各评委会可根据本行业的特点,对外语的成绩标准自行掌握。考试成绩在晋升中级职称时一直有效。
(一)外语是专业技术人员能力建设的重要方面,各地、各部门要按照《专业技术职务试行条例》和《黑龙江省中、高级专业技术职务任职资格评审标准》的规定,继续坚持对职称外语的严格要求,防止“一刀切”和***。广大专业技术人员也要结合本人从事的专业,不断提高外语能力,为我省老工业基地振兴和全面建设小康社会服好务。
(二)凡符合免试条件人员,在申报职称时必须提交原始佐证材料,并需在单位公示一周后方可申报。各基层单位和主管部门要对相关材料严格审查,切实保证职称推荐的公平、公正。对弄虚作假的人员,一经查实要严肃处理,处理结果向全省通报,专业技术人员从当年起三年内不允许申报职称,情节严重的将追究单位相关人员责任。
(三)各地、各部门在执行上述政策时,如遇有问题,请及时向省人事厅职称处反映,从而使我省职称外语考试政策不断完善。

This problem is more common than you might think! Email is very useful, but also very dangerous, as you don't know where your message might end up! First of all, you should say sorry right away to Rena. Explain that it was a mistake, and that you didn't mean to hurt her feelings. It may take time for her to be able to forgive you, but that's up to her. Then you might want to do something nice for her. Perhaps send her some flowers to show that you're truly sorry. Also, you should remember that old saying:" If you don't have anything nice to say, don't say anything at all." And good luck! Aggie

The wallet is heading for extinction. As a day-to-day essential, it will die off with the generation who read print newspapers. The kind of shopping-where you hand over notes and count out change in return—now happens only in the most minor of our retail encounters,like buying a bar of chocolate or a pint of milk from a corner shop. At the shops where you spend any real money, that money is increasingly abstracted. And this is more and more true, the higher up the scale you go.
